UN Women Mozambique focuses its interventions on women’s economic empowerment, participation and democratic governance, combating violence against women, among others. In this context, it puts a strong focus on women’s role in agricultural production and natural resource management as a strategy for improved food security and climate change resilience as well as on gender planning and budgeting at local, provincial and national levels.

Placing women’s rights at the centre of all its efforts, UN Women will lead and coordinate United Nations System efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

Within the UN Women Mozambique Country Office  under the supervision of the Representative, and in general consultation with Program Specialist, the incumbent analyzes overall trends in development and in policy making, together with constraints, opportunities, potential and challenges relevant to ending violence against women and girls (EVAW/G) and gender equality as well as mechanisms to contribute to increase accountability of national government towards gender equality and to monitor implementation of gender equality commitments in programme country levels.  In close collaboration with UN Women’s field-based presences are relevant, the Programme Specialist facilitates formulation process of projects/programmes through a highly participatory process with UN Women field-based presences; (a) increased synergies with the Government and partners, (b) supports the day-to-day functioning of the field-based presences in, as required; and (c) supports the Country Office d) contribute to the creation and dissemination of knowledge products through capturing of best practices,  in support of UN Women  advocacy. The Project Officer will also take initiatives at bringing an end to violence against women and girls (VAW/G) and knowledge and tools to analyze, formulate and execute gender-responsive plans and budgets. There are main aspects to the issues: prevent violence, provide services to survivors, promote justice and improve knowledge and capacity on gender responsive planning, budgeting and monitoring.


Under the overall guidance of the supervisor, the Programme Assistant will work closely with the programme unit team, UN Women Mozambique staff, Provincial level Government officials and civil society to ensure the technical direction  and implementing of the programme and projects are maintained and key outputs are achieved in a cost effective and timely manner.


Duties and Responsibilities

Summary of key functions:

·        Support in the formulation of Programme Strategies;

·        Programme management support;

·        Administrative and financial management support to the Programme Unit;

·        Facilitation of knowledge building and knowledge sharing.

Support the programme team and the Head of office in ensuring smooth implementation of programmatic activities under Impact area 2 Women’s Economic Empowerment, impact area 3, Ending violence against women and Impact area 5, Governance, planning and budgeting responsive to gender:

·        Provide support in day to day implementation of projects;

·        Collect and present background information for the preparation of effective application of RBM tools;

·        Provide programme and administrative support in the preparation of programme work plans, budgets, and proposals on programme implementation arrangements;

·        Assemble briefing materials and prepare power-point and other presentations for the programme unit;

·        Identify sources, and gather and compile data and information for the preparation of documents, guidelines, speeches and position papers.

Programme management support:

·        Support the Programme Team in the implementation of the control mechanisms for development projects through monitoring of budget preparation and modifications;

·        Create projects in Atlas, prepare required budget revisions, revision of project award and project status, determination of unutilized funds, operational and financial close of a project;

·        Provide guidance to the executing agencies on routine implementation of projects, tracking use of financial resources;

·        Administrative and financial management support to the Programme Unit:

·        Preparation of non-PO vouchers for development projects;

·        Ensure maintenance of the internal expenditures control system which ensures that vouchers processed are matched and completed; transactions are correctly recorded and posted in Atlas;

·        Take timely corrective actions on un-posted vouchers, including the vouchers with budget check errors, match exceptions, unapproved vouchers;

·        Create requisitions in Atlas for development projects registers of goods receipt in Atlas;

·        Make budget check for requisitions, POs and vouchers;

·        Prepare cost sharing, and trust fund agreements, follow up on contributions within the MCO resource mobilization efforts;

·        Assist in the preparation of cost-recovery bills in Atlas by elaboration and implementation of the income tracking system and follow up on cost recovery.

·        Support the Programme Team in the financial management of programmes;

Facilitation of knowledge building and knowledge sharing:

·        Support synthesis of lessons learnt and best practices related to programme management;

·        Sound contributions to knowledge networks and communities of practice;

·        Support organization of training for the partners on programme and operations related issues;

·        Document evidences, facts and other information and review and compile inputs to contribute to preparation of the quality quarterly and annual reports;

·        Maintain contacts with national/international partners, UN agencies, donors, NGOs, government structures etc.;

Identify sources, and gather and compile data and information for the preparation of documents, guidelines, speeches and position papers.

Required Skills and Experience

Diploma’s Degree in Gender and Human Rights related disciplines, Social Sciences or related field.

Minimum 4 years of relevant experience at the national and/or international level with development and implementation of programmes and projects.

Minimum of 4 years of relevant experience working on development issues, preferably related to Violence against women and girls, women’s rights and gender equality, economic empowerment, capacity on gender responsive planning, budgeting and monitoring as well as Gender disaggregated data.

Knowledge of policy frameworks, planning, reporting, budgeting and monitoring tools/processes at district, provincial and national levels is an asset.

English and Portuguese (written and spoken) is required
