The incumbent is expected to provide leadership on convening and coordination of partnerships among intergovernmental organizations, local government, CSOs, professional associations and international development agencies in the substantive and related programme areas of Organization. More specifically, the incumbent provides leadership and technical guidance for planning, implementation and monitoring of Organization programmes in Sofala and Idai affected areas.
Programme Coordination and Implementation
·Coordinate the implementation of all Organization projects in all affected districts in Sofala province as well as other Idai-affected provinces (Manica, Zambezia and Tete);
·Coordinate with relevant Implementing Partners to strengthen the implementation of Organization SRHR projects and conduct regular meetings with implementing partners to ensure implementation of planned activities.
·Liaise with the Organization country office in Maputo and the project team in Pemba to share information, provide necessary updates, recommendations and seek inputs as necessary;
·Identify areas of collaboration with humanitarian agencies and national counterparts to address reproductive health, HIV/AIDS, youth, gender and GBV issues in their plans and programmes;
·Liaise with government counterparts, NGOs, community organizations, and community leaders to help identify needs of the populations affected by cyclone Idai and help in coordinating an effective response to those needs;
·Ensure the project office in Beira is well positioned and represented in cluster / working group humanitarian coordination meetings, including leading the SRH working groups and taking an active role in coordination mechanisms for the prevention of sexual exploitation and abuse (PSEA), including by ensuring full adherence to Organization policies and guidelines on PSEA;
·Liaise with other sectors/clusters (such as logistics, nutrition, shelter, education, logistics, early recovery) to ensure inclusion of Organization’s mandate;
·Participate in other inter-agency meetings in Beira as needed.
Programme formulation and development
·Participate in the formulation of programmes and component projects related to the cyclone Idai response, by compiling and analysing information relevant to SRHR programme implementation, drafting project documents and work plans; and preparing tables and statistical data;
·Analyse and interpret the political, social and economic environment relevant to Organization activities, and identifying opportunities for Organization assistance and intervention in the parts of Mozambique affected by cyclone Idai;
·Analyse policy papers, strategy documents and national development plans, preparing briefs and inputs for policy dialogue, technical assistance coordination, and development frameworks.
·Assessing implications of new policy developments and strategies on programme execution, and ensuring their integration into Organization programmes.
Field visits and monitoring
·Ensure follow up and monitoring of Organization interventions in Idai-affected areas including by conducting field visits to Organization supported health facilities, women friendly spaces and protection desks in different locations at accommodation centers and relocation sites at affected districts;
·Undertake missions as appropriate to recommend adjustments to activities, strategic approaches and to address issues arising from the implementation of Organization-funded projects.
Orientation / Training
·Provide for orientation sessions, as necessary, on MISP and RH kits for Organization partners including for health providers, International and National NGOs;
●Participate in facilitating SRHR trainings to build the capacity of Organization implementing partner staff and service providers in the field
·Conduct orientation on Organization interventions to any new staff members in the Beira project office.
·Assist the country office in preparing relevant advocacy material and updates concerning Organization’s cyclone Idai response for relevant stakeholders and partners including donors;
·Assist in providing regular updates for the health bulletin, 4Ws, updates for the situation report for relevant clusters and for the Organization internal situation reports;
·Track and regularly update supported humanitarian interventions (i.e. status of funding proposals, distribution of supplies, training).
Resource Mobilization/Humanitarian Funding
·Advocate for the inclusion of reproductive health and GBV needs in early recovery efforts, including by representing Organization in post-disaster discussions;
·Provide contribution for proposal development for new potential donors to support Organization interventions during the recovery phase;
·Coordinate with the country office in Maputo and organize donor visits to see Organization intervention in the field as required.
Leadership and Capacity Development
·Act as the head of Organization project office in Beira to oversee all programmatic and operation activities in close coordination with programme coordinators and the operations;
·Coach and build capacity of Organization staff members and staff of implementing partners responding to emergency/humanitarian crisis, as needed;
·Proactively share lessons learned and recommendations with the country office on how to improve the effectiveness and efficiency of Organization interventions, including by sharing knowledge with the project office in Pemba.
·Liaise with relevant UN/ Organization CO staff, as required to ensure efficient and effective implementation of the programme.
·Advanced university degree preferably in medicine, midwifery, nursing, public health, social sciences, humanitarian response, international relations or a related field;
·Field experience in humanitarian emergency response an asset;
·5 years of experience in coordinating, developing and implementing humanitarian or development work with focusing on SRHR;
·Knowledge of the UN and humanitarian reform process and roles/responsibilities of humanitarian actors an asset;
·Strong analytical, coordination and organizational skills;
·Fluency in English and Portuguese is required.
