The Position:

The United Nations Population Fund (UNFPA), the leading UN organization in Sexual Reproductive Health and Rights, Gender equality and Gender Based Violence and Population and Development, is recruiting a National GBV Coordinator) positions to be located in Pemba Province.

The National GBV Coordinator(s) will support UNFPA’s Emergency and Early Recovery Response in the area of GBV, reporting to the Humanitarian Coordinator in the Mozambique Country Office (CO), under the direction of the Deputy Representative

Job Purpose:

Mozambique was hit by two devastating tropical cyclones affecting over 2 million people across 5 provinces. On March 14, tropical Cyclone Idai landed in Beira city, in Central Mozambique, causing massive destruction resulting from both flooding and strong winds to the provinces of Sofala, Manica, Zambezia, Tete and Inhambane. Sofala was hardest hit, followed by Manica, with reports that estimated 1.85 million people were affected. As of May 3, 603 deaths and more than 1,600 injuries have been reported by the Government.

On April 25, tropical Cyclone Kenneth landed in Cabo Delgado province in Northern Mozambique, with an estimated 250,000 people affected in Cabo Delgado and Nampula (official figures as of 3 May report that 226,997 people affected, but this is expected to increase). As of May 3, 41 deaths and more than 90 injuries have been reported by the Government.

UNFPA is one of the few UN agencies on the ground in Pemba from the very outset of the two Cyclones, supporting the Government to respond to the humanitarian needs on the ground in alignment with the inter-agency cluster mechanism. UNFPA is co-leading the Protection Cluster together with UNHCR and leading the GBV sub-cluster and prevention of, mitigation and response to Gender-Based Violence at national and sub-national level in Cabo Delgado.

To ensure UNFPA’s active participation, involvement and effective implementation of humanitarian actions in line with its mandate and the MISP, additional human resources were requested on surge to provide support to teams deployed in Beira and Pemba.

A GBV Coordinator is to be recruited to support Cabo Delgado (1) Province, to ensure the continuity of the emergency response and recovery both in terms of implementation, coordination, recovery planning and donor reporting.

The National GBV Coordinator will be based in Pemba Offices and will report to the Humanitarian Coordinator in the Mozambique CO under the direction of the Deputy Representative.

The national GBV Coordinator maintains collaborative relationships with all programme and project staff at the CO and Field Offices. Internal contacts include the Deputy Representative, the Assistant Representative, the CO Humanitarian Coordinator, Programme Specialist and Programme Officers at the CO and Field Offices. External contacts include other UN agencies and NGOs in country and relevant counterparts in Country programme activities.

 

Main Tasks & Responsibilities

Under the overall guidance of the CO Humanitarian Coordinator, and the supervision of the Deputy Representative, the incumbents will closely with the Assistant Representative, CO GBV Programme Analyst and other relevant staff, to perform the following tasks:

  1. Ensure coordination of the GBV response at provincial level in liaison with the CO and the relevant stakeholders on the ground;
  2. Develop project proposals for UNFPA activities in the recovery and rehabilitation of cyclone Idai and Kenneth affected areas;
  3. Work closely with the United Nations humanitarian coordination system in the province and the provincial Government officers in the development of recovery strategies and plans to address gender equality and GBV prevention, mitigation and response;
  4. Ensure reporting of interventions, including timely and quality submission of donor reports to the CO on the GBV interventions at the province level.

Specifically, the incumbents will perform the following tasks:

  1. Environmental scanning and advocacy:

●      Ensures daily follow-up of the general situation of humanitarian actions in the province, particularly by regularly gathering information on gender and GBV issues.

●      Undertakes missions and assessments as appropriate to inform strategic approaches and for addressing ICPD agenda.

●      Proactively advocates for inclusion of gender and GBV issues in relevant local policies, plans, programmes, strategies and surveys/studies.

●      Liaises with state authorities when planning and implementing gender activities.

●      Strongly advocates for UNFPA work and mandate to partners and donor agencies in the emergency and recovery frameworks.

11.       Programme Development and Coordination:

●      Contributes to integration of gender/GBV issues in programmes and projects.

●      Liaises with the CO on humanitarian issues in the province requiring national level support.

●      Supports developing comprehensive gender programmes by working closely with relevant government ministries, technical teams and officials, INGOs, local NGOs and UN agencies active on the ground.

●      Support programme budgeting and tracking implementation of activities in line with assigned budgets.

●      Maintain solid working relationships and constantly share relevant information with UN partner agencies and relevant stakeholders.

●      Provide technical support and guidance to UNFPA staff in the province, implementing partners, and government authorities in planning and implementing GBV programmes related to resettled IDPs/returnees and host communities. Provide special attention to the needs of young women and girls working closely with ASRH team.

●      As required, facilitate training sessions on GBV in emergencies for health care providers, partners of the government-led multisectoral GBV response, community services officers, security personnel, the refugee/IDP population, youth, and others, to advance the GBV Strategic framework objectives

Partnerships

●      Maintain solid working relationships, with the GBV Sub National Coordinator, SRH teams and all humanitarian partners and agencies focal units towards GBV Prevention and response;

●      Provide regular and comprehensive updates related to UNFPA’s and her IP progress to address GBV;

●      Work with partners, including international NGOs and UN agencies to develop proposals and projects to leverage resources in the area of GBV;

●      As requested, represent UNFPA in relevant humanitarian coordination bodies, including the GBV Sub-Cluster to ensure that GBV issues are adequately considered in the context of the humanitarian response efforts.

●      Establish linkages between existing Gender, SRH, Youth and Adolescent programmes to ensure synergies between programmes and maximize programme impact.

●      Oversee the distribution of emergency dignity kits and other relevant commodities and monitor their distribution and utilization by the end-point user.

 

111. Reporting

Prepares activity reports, programme reports and donor reports according to UNFPA reporting requirements.

●      Documents best practices and approaches for deepening the knowledge base for UNFPA and partners. Undertake other duties as assigned by the Representative

 

 

Qualifications and Experience

Education: 

Academic Requirements: Bachelor Degree in Social Sciences, Gender Studies and/or other related social science field is required.

Knowledge and Experience:

  • Minimum 5 years’ professional experience preferably in community mobilization, NGO or private sector.
  • Experience with programme administrative functions will be an added advantage.

Languages:

Fluency in written and spoken Portuguese is required. Working knowledge of English and other local language is also required.
