Terms of References

 

 

BACKGROUND

 

The Associação Nacional para o Desenvolvimento Auto Sustentado (ANDA) is a local organization registered in Mozambique that brings twenty-eight years of experience in service delivery for women and girls, orphans and vulnerable children and their families, poor families, key populations, rural women and men, youth, the elderly to mitigate the impact of poverty in of Mozambique. Our mission is to strengthen the resilience of families in need and vulnerable groups through integrated support based on humanism, respect, and confidentiality.

Over the past 28 years, we acquired experience in a number of humanitarian work such as public health interventions such  as  maternal  health, and neonatal  care  services  for  women,  HIV  prevention,  key populations and men, food security and nutrition, education programming, water and sanitation, gender and democratic governance. In addition, ANDA also promote child rights and child protection, access HIV/AIDS and  Gender Based Violence and sexual violence prevention  services,  maternal  health  and nutrition, adolescent  sexual and  reproductive  health  rights, psychosocial  support,  economic  strengthening  and resilience building, and positive parenting services for orphans and vulnerable children, adolescent girls and young women, and their families, with a specific focus on reach key populations and strengthening public education and health systems.

 

Strategic objectives: To strengthen the resilience capacity of needy families and vulnerable groups in Mozambique by increasing access to basic services and information for populations to accelerate self- sustainable development.

 

 

 

ANDA’s Priority Areas

(i)        Education, (ii) Health, (iii) Food and nutrition security, (iv) Democratic governance and (v) Cross- cutting issues such as Gender, Climate Change and support for OVC.

 

Focusing on strategic education pillar in our priority areas, ANDA intends to transform Chinhamapere into a Centre of Excellence of Learning in Manica Province and support the rehabilitation of the training facility to teach various courses on humanitarian development, education, health, project management and monitoring and evaluation. To achieve this, ANDA seeks the services of a consultant to conduct a full feasibility study to help to inform decisions concerning potential future support for rehabilitation of the Centre. Chinhamapere was once used by ANDA to provide vocational training courses in Manica and at this juncture, ANDA seeks to transform the centre into a fully-fledged professional and vocational training institution as such it requires that the facility be financially viable and self-sustaining to be eligible for consideration for support. Therefore ANDA seeks a detailed and independent feasibility study of the ANDA Chinhamapere Centre of Excellence (ACCE), describing the business case for the establishment of operations, viability, profitability and sustainability of the Centre, and the conditions under which the business case would work.

 

Although the issue of immediate concern is whether it is cost-effective to invest rehabilitation and transformation of Chinhamapere Centre, several additional factors need to be considered in determining if ACCE can become financially self-sustaining. Given the unmet and growing training demands in Mozambique’s education needs and labour market, sustainability of ACCE will depend on governance and management of the centre, an overarching training strategy, adequate staffing and funding, national policy, accessibility of the market and marketability of the courses to be offered.

 

 

PURPOSE OF THE STUDY

 

The purpose of the Feasibility Assessment is to undertake a detailed and independent feasibility study of the ACCE to inform ANDA’s SMT decisions concerning potential future support for the Centre. The assessment will determine if a business case can be made for the establishment of the training centre and its sustainability, as well as recommend the most cost-effective option(s) for improving and maintaining the physical infrastructure, recommendations on courses, fees structure, comparison with other likeminded institutions, certification requirements, stakeholder mapping and policy analysis that regulate training institutions and their accreditation. Specific activities will include:

 

  • Characterization of the current use of the Centre
  • Opportunities (Demand and Supply side of training needs in Manica)
  • nature of training, duration, number of trainees, recent trends;
  • The identification of training needs and opportunities not currently being met in Mozambique or southern Africa in the areas of project management, monitoring and evaluation, teacher education, nursing, English as second language, Red Cross Course for Care Work) compatible community development in and other ICT based courses and many Vocational Training Education (VTE) such as mechanics, construction etc).
  • The identification of issues and options for investment in the Centre, constraints to the design or implementation of a commercial strategy for the Centre arising from the policy, legal, organization and financial environment within which the school operates;

 

 

 

A roadmap of measures to upgrade the Chinhamapere Centre to be able to meet requirements for commercial viability including:

 

  • Short and long-term goals for the development of a multifaceted training facility
  • Definition of the functional requirements and interrelationships between activity areas (considering

efficiency and multiple uses, safety, workflows, schedules)

  • Activities (current and proposed) and the functional spaces required
  • Secondary and support areas (kitchens, storerooms, ablutions, dormitories etc.)
  • An appropriate facility management model
  • Analysis of financial requirements for the recommended options for commercial viability.

 

A preliminary identification of opportunities to create a “Centre of Excellence” in Manica, Mozambique with the potential to be transformational for the future of development related learning in Mozambique and region, in the form of a “road-map” of a potential process:

  • How to build consensus around a vision
  • How to identify champions in Government, civil society, and among potential donors
  • How to identify potential markets to be served and willingness to pay

 

TECHNICAL APPROACH

 

STAGE 1: DEVELOPMENT OF ACTIVITY AUTHORIZATION REQUEST 1 Days

 

Based on the inception meeting and discussion with ANDA and the Consultant to refine the ToRs, methodology to be used by the consultant and agree on the deliverables. This Meeting outlines the background, technical approach, as well as the anticipated timeline and budget for the assessment. The ToR serves as a working document and can be refined and edited per ANDA’s comments and feedback.

 

Based on the feedback the ANDA team will reconcile the comments and edits.

 

STAGE 2: DESK REVIEW AND BENCHMARKING STUDY 5 Days

 

2.1 Initial consultations with ANDA: After Tors are finalized, there will be a meeting with consultant with ANDA to finalize the work plan and schedule.

 

2.2 Desk review and stakeholder interviews: The consultant team will conduct a review of the available literature, data and reports and interview key stakeholders by phone. Deliverables will include:

 

  • Preliminary multi-stakeholder  (i.e.  private sector, public  sector,  academic  and  NGOs)  needs assessment.
  • Preliminary SWOT analysis of the current operation of Chinhamapere Center
  • Documentation of available current training options offered in other training institutions and an analysis of gaps in offerings

 

2.3 National benchmarking study: Review and identify a representative sample of similar facilities across Mozambique. Based on this review, conduct desk review, key informant interviews and focus group discussions to assess best practices in 1) infrastructure, 2) approaches to training and the linkages between training and effective institutional development, and 3) business models and pricing for services. Deliverables will include a national benchmark study assessing current practices in infrastructure, capacity building and commercial viability.

 

STAGE 3: SURVEY DESIGN AND FIELD WORK PREPARATION 7 Days

 

3.1      Survey  Design:  Based  on  the  outcome  of  Stage  1,  the  consultant  will  develop  a methodology and survey instrument for key informant interviews (KIIs).

3.2      Stakeholder Identification: The consultant will identify a diverse range of priority

stakeholders, including ANDA Staff, Ministry of Education, Health and donors, public sector actors, other development partners, private sector actors, NGOs, and academic institutions.

 

3.3      Market Survey (Demand & Supply of Training Needs): A market survey will conducted from potential clients, training needs, labour market gaps and most profitable courses to be offered, duration and type of certification required.

 

STAGE 4: FIELD WORK AND STAKEHOLDER ROUNDTABLE 7 Days

 

Over an agreed time period, the consultant will conduct KIIs and select FGDs in Manica and Chimoio (to be agreed with ANDA). The team will begin and conclude with kick-off and exit briefings with ANDA. The field work will cover:

 

4.1      Facilities review: A facilities review addressing the current effectiveness of the centre, its institutional capacity (including possible expanded offerings), operations & maintenance costs, access to human resources, major challenges that may inhibit effective operation, and the physical infrastructure for the Centre. This will involve an inspection of facilities, review of personnel qualifications and areas of expertise, review of the operating budget of the Centre, and a scoping into past training syllabi/courses.

 

4.2      Enabling environment review: An assessment of the enabling environment for the introduction, expansion of offerings, including commercial offerings, according to Mozambique law and policy and in view of the evolving education policy and strategic plan of ANDA. This will include the relationship between the ACCE, and the Ministry of Education, Ministry of Health, Ministry of Youth etc, and the availability of options for modifications in the governance and management of the Centre. The relationship between the Centre and key stakeholders working in the education sector will also be examined.

 

4.3      Training needs assessment: A training needs analysis for Mozambique will explore the needs and resources of the surrounding region in Manica province, educational needs such as nursing, teacher education,  project  management, monitoring  and  evaluation and  other VTE courses. This will consider the socio-economic conditions and the need for social inclusion, including women’s training needs and the issue of youth employment opportunity. This will be accomplished through interviews with governmental and intergovernmental officials, representatives of civil society, and representatives of private education institution operations. For areas outside of Manica, the assessment will only be preliminary, based upon information acquired through existing documentation, questionnaires, and telephone interviews.

 

4.4      Financing options assessment: An initial assessment of alternative sources of revenue and financing instruments on the part of private sector actors, NGOs, donors, and government will also be considered. Informed by examples from similar facilities in the region, and motivated based on the results of training needs review (4.3), the team will aim to identify options for enhancing the Centre’s financial performance, including by offering additional regular courses with a minimum guaranteed number of paying or funded participants, or by transitioning into a financially independent entity through public or private investment.

 

STAGE 5: FINANCIAL SUSTAINABILITY ANALYSIS 5 days

The final report will include a discussion on financial sustainability measures. The financial sustainability analysis considers forecasts for the costs and revenues under alternative scenarios and demonstrates how the sources of revenue perform against various operation and maintenance costs including, not limited to labour, material, and working capital. The analysis explores the required levels of capacity utilization and/or income to secure the financial sustainability of the facility. This analysis will help stakeholders to better understand the organizational and economic implications of the different operational options for the facility.

 

STAGE 6: DRAFT FEASIBILITY ASSESSMENT REPORT 5 days

 

Within two weeks of the conclusion of the field work, the consultant will produce a draft feasibility assessment report. This will include but not limited to this:

 

Main report:

  • An executive summary
  • Background and methodology
  • An assessment of the current state of the Centre
  • Identification of near-term options to upgrade the Centre, with an emphasis on economic viability
  • Preliminary Concept Design
  • Necessary resources to achieve these options
  • Possible challenges and possible solutions.
  • A financial feasibility analysis
  • Defined potential stakeholder roles for each option
  • A review of strategies that other GRM agencies have utilized to enact similar entrepreneurial pursuits.
  • Conclusions and Recommendations including a list of proposed courses to be taught in the Centre.

 

Requirements

 

An advanced degree in social sciences, Economics, Education, Political Science, Statistics, Anthropology and any related qualification with a minimum of 7 years of experience conducting feasibility studies, baseline, social research and monitoring and evaluation. The consultant is required to have skills in financial analysis, education programming, project planning, cost benefit analysis and sustainability. Extensive experience in strategy development and advisory on project development and business development in Mozambique and the region. The consult must have excellent English and Portuguese language skills  and has a wide understanding of the Mozambique education sector, policy environment and the socio-economic context of Manica Province.
